Attack on the Sikh Temple: Terrorism in our community!

This last Sunday was a nice sunny day here in the Milwaukee area. We had a break from the heat and humidity that we had the past week. I decided to skip church service and ride my bike. I wanted to ride on Howard Avenue near the airport. Well -on the TV there were BREAKING NEWS that a gunman had shot people at the Sikh temple and Howard Avenue was closed off.

"The shooter was a bald, clean shaven, white man with 9-11" tattoo." As the drama wore on and the local media began non-stop coverage (we heard things from witnesses those outside this area heard hours later), it became apparent to me that the terrorist threats from the radical right - being ignored by American and European security agencies - had struck within a few miles of my own home!  I was neither shocked or surprised, but outraged it happened here, and brings new, personal threat from this terrorism.

I have been on this blog for a couple of years now blasting the state of our counter-terrorism in America, as well as the Western world.  I have spoken out against the exclusive focus on Muslims, attempts to criminalize their legally protected  speech and religious practices, the abuses of the "no fly" list, racial, religious and political profiling whereby police take action without probable cause for criminal actions.  I have spoken out against the enormous amount of resources expended by the American government, as well as European governments, especially the Dutch AIVD, and Europol to go after the tiny few "radicalized jihadists" that DO exist, but are largely outside of the Western world.

This attack against the Sikh temple is a manifestation of the unchecked and unchallenged Islamophobia in the Western world. It is known how the Sikhs are confused by the radical right after the September 11 attacks. I knew full well that the radical right was a growing terrorism threat across the Western world. I worried about an attack on a mosque, in London, in the Netherlands, but also the one here in Milwaukee (about a mile from my house) for the simple fact that radical right terrorist threats simply do not get the attention or resources to combat it, while resources are wasted in a fashion that often trounces on the basic human rights of Muslim communities.

It should not be "free speech" to spread violent hate of other people and communities. It should not be "free speech" to talk about other communities and individuals in a fashion that they are some "internal enemy" whereby violence against "them" becomes acceptable.  "War talk" (Muslim invasions, imposing sharia law, destroying our way of life) by noted political figures (Geert Wilders) should be illegal and come with civil and criminal penalties!

Yes - this was "terrorism" at the Sikh temple, but to the victims who lost their lives and their families, what outrage is called does not matter. It is hopeful to see the "domestic terrorism" label attached to a white, non-Muslim, right-wing radical -- but then "domestic terrorism" in the American context, as the folks at the Southern Poverty Law Center (SPLC) will tell you, is most likely going to come from the radical right and, as a demonstration of their ignorance, confuse Sikhs with "Taliban" and "al-Qeada."  The radical right is dangerous because security, intelligence and law enforcement is not paying attention, believes that its "free speech," and continues to divert resources and manpower at "the Muslim Other."

We should be asking ourselves: What radicalized Wade Micheal Page?

I am proud of my City of Milwaukee! Milwaukee is a wonderful place to live and genuine multicultural community, as is the suburb of Oak Creek.  Each summer we have a number of ethnic festivals on the shore of Lake Michigan. This city has already shown that through its responses that violent attacks on religious communities by right-wing terrorists will not be tolerated. We will continue to be welcoming to people of all faiths and backgrounds - and we will protect our multicultural community from these right-wing terrorists. There have been nice vigils for the victims and I will attend one tonight.

One year after Breivik and nothing has changed

[caption id="attachment_2267" align="alignright" width="300" caption="Breivik: A terrorist and enemy to Western democracy and freedom!"]Anders Behring Breivik[/caption]

Norway after Breivik. It was one year ago when right-wing terrorist, Anders Behring Breivik, committed the "twin terrors" on his own nation of Norway. "The bomb and the shots were intended to change Norway. People responded by embracing our values. He failed, the people won" said Prime Minister Jens Stoltenberg. Rather than allow the tolerance and democratic society of Norway to change, Norwegians have embraced more democracy and values of openness.  In his "sanity trial" Breivik rants about the court in which he is being tried as "supporting multiculturalism," and therefore "illegitimate."   What the so-called "terrorism experts" in Western security, intelligence and law enforcement fail - utterly - to realize is that Breivik and his sympathizers are actually opponents and enemies of their own liberal democratic nations, they are also enemies of freedom, individual liberty, as well as equality before the law and the rule of law in liberal democratic nations. Breivik and those of his ilk are anti-democratic  and have placed themselves as enemies of Western liberal democracy!

Yet - Norway has now taken the footsteps of anti-Muslim, oriented counter-terrorism in outlawing "training in a terrorist camp" (what ever that means) - while Breivik never "trained in terrorist camp."  This is a sure sign that we are back to the notion that Muslim communities are "threatening," even in Norway. Yes - one year after Breivik mercilessly butchered teenagers at the Utøya summer camp - Western security, intelligence and law enforcement act as if Norway, July 22, 2011 never happened - or was not as bad as it really was - compared to the mere presence of bearded, dark-skinned Muslims with loud, "anti-Western views" living in their own "suspect communities" in our countries.

Right-eye blindness continues to be a real problem with Western security. In other European countries, "political leaders" holding Breivik's views sit in parliaments and in security and intelligence agencies. Breivik and his sympathizers have nothing to fear from Western security, intelligence and police agencies, in contrast to outspoken Muslims and the political left engaging in legally protected speech acts, the targets of Breivik terrorism. "Terrorism" continues to be something that only Muslims do and violent criminal acts by suspects of a Muslim background are now "lone-wolf jihad."  Violence and suspicion of violence by Muslims is still viewed, in a discriminatory and Islamophobic sense, as more dangerous than the prospect (or likelihood) of another Norway attack. We still see discourses out of agencies, like Europol and the Dutch AIVD, that actually downplay the attacks in Norway and the security threat from the radical, dangerous European right-wing.

Over this past year, we have seen the unchecked growth of the radical, and possibly dangerous right, with several violent acts by members of the English Defense League, the most serious threat to the security of the UK. A couple of weeks ago, and EDL member was sentenced to prison for a knife attack on his neighbors. This week convictions were secured against EDL members for breaking the jaw of a Muslim man who was attacked while walking near his home with his brother.

In November, we have learned of the killings of mainly Turkish shopkeepers in Germany by the National Socialist Underground and that German intelligence may have know about this terrorist group.  As I have demonstrated, German intelligence has a blind right eye, as the victims of the NSU are Muslims and, therefore, "deserving victims." The NSU was believed to have carried out the murders of nine shopkeepers between 2000 and 2007 and a nail bomb attack against Cologne’s Turkish community. There was a German intelligence officer known as “little Adolf” who was believed to be present, or at least nearby, when one of the murders took place. This right-wing terrorist group was allowed to terrorize at liberty because, as I demonstrate, some in Germany police and intelligence may have viewed the Turkish-Muslim victims as "deserving victims" and not deserving of equal police protection.

"Terrorism" that is viewed as acceptable by a larger society (terrorism against Muslim communities) tends to provide tacit support for the terrorist groups that perpetrate terrorist violence against "deserving victims." The reality is that the EDL is the Number One threat to the security of the United Kingdom, yet, we still see Muslims "arrested" under the so-called "Terrorism Act" of the UK - which - as in the Netherlands - appears to be a law that only Muslims can be charged with ...

Yes - police DO, indeed, make up "terrorist plot" evidence. We know how British police made up "evidence" against a graduate student of terrorism studies, Rizwaan Sabir, at Nottingham University and levied  accusations of a "terrorism plot" (yep - here we go). Sabir obtained a document about al-Qaeda terrorism from a US government website. It's not what happened to the student, who was also being slandered  by Nottingham University - but what happened to his professor, Rod Thornton, a former intelligence officer in the British Army and terrorism expert, who became outraged by the student's treatment by British police.  Professor Thornton spoke out and authored a paper about the ill treatment his student received from British police - and was essentially persecuted and punished (in violation of academic freedom rights) for his noble efforts. Professor Thornton said of the ordeal he and his student were put through by British police:
"The police were totally unprofessional. After their mistakes they tried to cover them up. I've seen some altered police notes, I've seen evidence made up. The whole thing seems to be a complete tissue of lies, starting from the cover up of their mistakes in the first place."

"What should raise alarm bells is how and why the police think it is acceptable to make up information to send innocent Muslims to prison as terrorists. The onus is now on the IPCC to conduct a full and proper investigation into this matter."

Even after the the lies of the British police were exposed, Rizwaan Sabir continued to be stopped and has been stopped numerous times since his 2008 "arrest."
In June 2011 for the Equality and Human Rights Commission found that “for some Muslims, these stops have become a routine part of their travel experience, and that―this power is silently eroding Muslim communities ‘trust and confidence in policing.’”

Those on the receiving end of Schedule 7 stops report: intrusive questioning over social, religious and political views or community activities; the taking of their bio-data despite not being under arrest; officers refusing to wait the arrival of a solicitor before conducting the search and questioning; the stress caused to the person stopped and to those travelling with them, as they worry about missing flights or losing baggage; and the seizure of mobile phones and credit cards.

And - do they seriously think this tyrannical and utterly useless busy-work is  "keeping us safe from terrorism?" What rubbish! What outrage! How stupid! How counter-productive!!!

Well - this week we were shown just how safe the "counter-terrorism practice" in the Western world keeps us. Unless you were sleeping in a cave this week, you know that there was the massacre at a movie theater in Colorado. The accused in is James Holmes a white, upper-income "good kid" - non-Muslim- which is what makes him totally undetectable for "terrorist activity."   Holmes is a brilliant  bomb-maker as he was a neurobiology student - as he booby-trapped his apartment so well that police bomb experts had to do a lot of careful work to defuse his handiwork.  Holmes was described as having ordered 6000 rounds of ammunition from the Internet. Where did he get his ballistic vest, helmet and the smoke grenades?  Isn't James Holmes a terrorist who perpetrated a terrorist attack - in a "Mumbai style" of shooting people with firearms in a movie theater?

Nope - as the saying goes: Not a Muslim, not a terrorist!

[caption id="attachment_3589" align="alignright" width="150" caption="Holmes: Not a Muslim, not a terrorist!"][/caption]

Western counter-terrorism efforts continue to be backwards oriented and utterly useless in protecting us. There is plenty of other evidence that Western security and counter-terrorism efforts have forgotten about Norway and have gone back to chancing the phantoms of "Islamists and jihadists" - and perhaps fabricating evidence or exaggerating "terrorist plots."   In fact - it is quite arguable that the Western security and law enforcement agencies charged with protecting us from real terrorism are utterly useless and serve as nothing more than agencies to chill religious freedom and speech of Muslims and the political Left.

If the victims of terrorism are Muslims or their "leftist allies" - then this is hardly "terrorism," but something else less than "terrorism" - as Muslims and the "leftist allies" are deserving victims of "terrorism."

Yes --- what we don't hear about the Colorado movie theater murderer is the T-word, either in the media or from the FBI. Mohammad... uhhh ... James Holmes is a brilliant bomb maker and in the spread of his message - what ever message that is supposed to be. But - wait - what if the alleged killer's name was Mohammad Holmes? Why - we'd be talking about "possible links to al-Qaeda" and Holmes "radicalization process." We'd also hear about "radical imans" and "lone wolf jihad." Since James Holmes is a "good" -  white - upper-class kid and non-Muslim (like Breivik) he cannot possibly be branded as a "terrorist" and his killings at the movie theater are never "terrorism."  "Terrorism" is something only Muslims do...just ask any terrorism expert in any Western security and intelligence agency.

German State concern for "A Koran in every home" campaign exposes misguided security concern

Religious and political activity by Muslims as a "security problem." The anti-Muslim bias among European and American police and security forces shows itself in what is viewed as a threat and what is as not a threat. When a Muslim commits horrible criminal acts, this is "terrorism" and "lone wolf jihad," but when a non-Muslim commits similar horrible criminal acts, the explanations lie in insanity or an "anger problem." From Germany we now have the latest example of how the religious and political activities of Muslims are a "security problem." Given that religious and political activity of Muslims are now a part of biased "radicalization models" it is not hard to see why a Salafist Muslim preacher is now a threat to German national security because of his "Koran in every home" campaign." Nope - not some advocacy of "jihad" that Salafists are often accused of (there are different types of Salafists, you know) - nope - but a campaign to pass out 25 million German language Korans.

Video above shows the free Koran program in Germany - what is so wrong with it?!

What is unbelievable is how the "Christian Democrats" in Germany have "slammed" this campaign, including some "Christian Democrats" in Angela Merkel’s own Christian Democratic Union, and have called this campaign an "act of aggression."  While the German government states that there is nothing illegal about the passing out of religious texts, we still see the notion that religious and political activity by European Muslims is a security issue that comes under the discourse of "terrorism and national security."

We should recall that this is the same German intelligence that failed (or overlooked) the killings of largely Turkish shop keepers by the so-called National Socialist Underground. If the terrorist group had not blundered a bank robbery, would they still be at large? Would the video showing the murder victims have been delivered to Islamic community centers and media outlets, as the terrorist group had intended?

Germany continues to be blind in the right eye. At the same time, the Sehitlik mosque in  Berlin has been subject to four arson attacks over the past three years. Last Saturday, the mosque was subject to a "paint attack" and insulting pictures were left. The Muslim community has repeatedly asked for increased security in the face of Angela Merkel's downplaying of anti-Muslim violence in the country. Well - since members of Merkel's CDU regard the passing out of Korans as "aggression" we can see why the Muslim community is viewed as not worthy of protection. The Muslim community is not only not worthy or protection, but it is a "suspect community" that is also not regarded as a part of the larger German national community.

So, this is why we are here again.  We see the legally protected religious activity of Muslims living in European nations defined as a "security problem." We have whole regions of Germany dominated by radicalized right wing, neo-Nazi and ethnic cleansing - while  German intelligence is concerned with this single preacher passing out Korans?

It is obvious that the German State and German national intelligence simply have not learned painful lessons after the  discovery of the National Socialist Underground terrorist group brought international shame on the German nation.  We still see Muslims and their communities as suspect and what are supposed to be legally protected religious and political activities demonized and criminalized.

It's the discourse, stupid! At the root of this problem of "terrorism discourse" that is dominated by "Islamist jihadists" and the State (German State) as the dominate security definer and actor. The German State and its actors only hear from those "experts" and media outlets that it chooses, and excludes others views (including this Author) and this exclusion is extended its human rights responsibilities and responsibilities as a European liberal democracy to the rule of law in fulfilling the security needs of the Muslim (Turkish) community. The Muslim-Turkish community is also excluded from the discussion of security, as Muslim communities across Europe are view as threat and suspect communities.  Because of this type of discourse on "security and terrorism," the German State, like the French State and Dutch State, is failing to live up to its obligations as European nations and civilized members of the international community.

Schietpartijen in Frankrijk te worden natuurlijk "terrorisme?" - Alleen moslims plegen "terrorisme!"

Europol against Anonymous and the real security of Europe

Europol Director Robert Wainwright thinks he’s a “security genius” (LOL!). Robert Wainwright and his Europol talk a nice talk about “cyber crime and criminals,” but if this does not includes Anonymous hactivists and their "nuisance" Internet hacking, which harms nobody. While Europol’s actions against those claiming to be Anonymous hactivists are currently confined to those who publish personal information to the Internet – harming others – it is not much of a leap to Anonymous hactivists that harm nobody. While we have real and serious threats of violence from Europe’s radical and dangerous rightwhich Europol ignores – non-violent Anonymous members could be future targets of Europol.

The needed check valves function of Anonymous hactivists. In democratic societies we are supposed to have representatives that are to listen to the needs of the ordinary citizen, not just the “1%ers.”  We now live in an age where millions of people in America and Europe are being deprived of their basic needs and useful employment – while those who make the policies in national governments and the European Union pay no attention to those who are suffering from unemployment and deprivation.  The perception, real or not, is that only the interests of Wall Street, European banking elites and 1%ers matter – not if the rest of us have jobs and our basic human needs met.  In this absence of real governmental representation that addresses basic human needs of “little people” there are two basic paths: attempts to be heard through other means (ex. hactivism) or through revolution and/or terrorism.

The  Anonymous hactivists do not have violent or threatening intentions against the people they attack, only their servers and websites, and nobody has been killed in an Anonymous attack!

That's right - nobody has been killed or injured in an attack by Anonymous hactivists, but people have been killed and injured in attacks by the radical right (Norway July 22, 2011). Anonymous hactivists and their non-violent Internet activities provide a perhaps much needed check value that perhaps prevents real terrorism and violence. In this age when out government leadership do not listen to the grievances of regular, not wealthy people – it is better to put up with DDoS (Distributed Denial-of-Service) attacks than bombs and violence. We will get – thanks partly to Europol ignoring the growing threat – enough of violence from the radical right that is now seeking to expand their potential for hate and violence across Europe.  Besides ignoring the radical right Europol is actually creating yet another security threat by removing the check value provided by Anonymous hactivists.  So, to Europol “Thunder” in Spain is a “greater threat” than the expansion of EDL-style mobs roaming European cities, posing an actual physical danger to property and EU citizens’ safety.

So, what a security genius Robert Wainwright is! Go after the Anonymous kid that spray paints dirty words on the side of the building, but not the radical right crazy that wants to blow up the building and harm people inside!

[caption id="attachment_3290" align="alignright" width="225" caption="Mr. Wainwright thinks Anonymous is dangerous to Europe. Nope, they provide with a needed voice!(Wikipedia)"][/caption]

Europol’s going after Anonymous must be limited to actual harmful Internet breaches ONLY. Maybe Robert Wainwright would like to get Europol after those who spray graffiti on walls of building in European cities, not the radical right that actually wants to blow up buildings, which is how we can describe Wainwright and his Europol’s efforts against Anonymous hactivists.  Most of Anonymous’ hactivism is limited to a non-violent nuisance activity that harms nobody and causes no damage. We here in Wisconsin viewed Anonymous hactivists as heroes when the hacked into the Koch Brothers servers last year. I will admit that I viewed Anonymous hactivists as heroes (and still do) – but more than that  Anonymous can be described as a needed check valve that prevents even someone who is very frustrated from really radicalizing (violent radicalization) and setting a bomb at someone’s doorstep.

There is a good argument to be made that when someone claiming to be an Anonymous hactivist puts private and sensitive information of other people over the open Internet, like police officers, then this is doing harm to real people. Listen to this: It is wrong to harm other people like this! (The majority of police officers are working people with families – like the rest of us - and put their lives at risk to protect us!) Anonymous hactivists generally police themselves and are good at policing themselves – but they must take their frustrations out in a way that does no harm to privacy and the lives of other people, even if they personally don’t like police officers.

What could occur under cooperate pressure from the wealthy elite is for Europol to go after Anonymous hactivists that are harmless and just deface websites and engage in DDoS attacks that do not harm people or servers. Europol is currently confining its activities to just those individuals that do actual harm – but this practice of going after Anonymous hactivists could become routine in Europol as a police organization and be shifted to those Anonymous hactivists who are doing no harm to people or servers.  Attempts by Europol to go after all Anonymous hactivists to the point of a chilling effect are, in the end, counter-productive for security and counter-terrorism.  Removing the check value effect of Anonymous’ non-violent attacks could mean that real and violent attacks that actually kill people and break things become a possibility.

Robert Wainwright needs to get a life and Europol needs to learn that there are greater security threats than Anonymous before somebody gets killed! If one actually believes that arresting every hactivists out there that causes a nuisance and nothing more – they have another thing coming. The best thing for the security of Europe is to leave these hactivists alone, they are not a security threat, and there are greater security threats out there that do want to harm people’s physical safety. The most obvious is the attempt by those who are likeminded with Germany’s National Socialist Underground, the English Defense League and Anders Behring Breivik to form a Europe-wide association of hate-mongers, racists and violent radicals with the potential to be a security threat to Europe that is simply not posed by any Anonymous hactivist!

Maybe – Robert Wainwright and his Europol would prefer that people go off and build bombs instead. Why – we could have the “Leftist terrorism” of the Cold War days again, how fun?!  Isn’t Robert Wainwright a freaking security genius?!  What Mr. Wainwright actually has in terms of education and background is not in real policing and security –nope - but economics. This is why Mr. Wainwright simply does not know what real cyber criminal and security threats really are…or the check valve function of Anonymous hactivists.

It’s expected for Europol to go after real cyber criminals that hack into personal information and steal other people’s identity, causing these victims real harm. However – we need to draw the line in the sand with Europol that its policing activities are limited to harmful behavior and not to be extended to Anonymous hactivists that do no harm to anyone. We need to be willing to stand up for the majority of Anonymous hactivists who have stood up for those of us out here without a voice of protest against elite policies that deprive us of jobs, basic needs and a decent life. We must be ready to stand up to Europol – and I am one who will – and I have a post-graduate education in the police and security field and could even the tilt of the playing field…you know…the balance of power.

We should much prefer to put up with kids, Anonymous and the radical right, that get some kick out of spray painting dirty words on the side of a building, or defacing a website. After all, we should think spray paint is better than bombs any day!

NOTE in closing that those who want to take real terrorism against mosques and Muslims – perhaps kill real people - have yet to be stopped from doing so by Europol!

Cyber Resilience?! I say Europol Resilience! In the video, Mr. Wainwright talks about real cyber criminals – good go after those -  but this should NOT include Anonymous hactivists!

Also - thanks to Anonymous from me personally for the support and "help" for our poor State of Wisconsin last year against Koch Brothers' tyranny. This has not been forgotten-at least by me!

What is the radical right terrorist threat against the Netherlands? Here's how we know...

The utter uselessness of the Dutch counter-terrorism intelligence and security apparatus. We read from the Dutch media that the utterly useless intelligence and security agencies, the AIVD and NCTb seriously believe that “jihad sites no longer threatening the Netherlands” (this is well known by yours truly) and “leftist terrorism is not a threat” (and actually never was).  So- according to these Ghostbusters – no terrorism of any kind threatens (READ no “allochtoon Muslim” and “leftist asylum seeker advocate groups” are “threatening terrorism”).  The AIVD and the rest of the Dutch counter-terrorism apparatus’ exclusive focus on hated groups - and this exclusive focus could be risky for the security of the Netherlands.  There have been real attacks against mosques around the Netherlands, which included shots fired at a mosque in Dorchtricht, threatening letters, arsons and an attempted bomb attack in Almelo where two men were arrested. We should know that there are other ways to measure a terrorist threat potential against the Netherlands other than useless declarations of “no threat from the right wing terrorism” that don’t acknowledge realities. Remember,  Germany also declared that there was “no threat from the right wing terrorism” this year.

The question is: What is the right wing terrorist threat against the Netherlands?  The framework for the assessment for the potential of right wing terrorism against the Netherlands will not claim that there are groups or individuals ready to launch terrorist attacks against mosques and allochtoon institutions. The purpose is to assess the current social and political climate for the favorability for right-wing terrorism to emerge and persist in the Netherlands. There is evidence of a growing threat of terroristic activity against especially mosques and a possible network. There is also evidence that attacks against Muslims are on the decline. Current reports from a wide variety of sources will be used to assess the right wing terrorist threat against the Netherlands and targeted communities.

The climate of terrorism formation and persistence study framework.  In borrowing from Eugine V. Walter, Grant Warlaw (1989) explains that the “process of terror” has three elements. The first is the act or threat of violence. Next is the emotional reaction to fear on the part of the victims or potential victims and the social effects that follow the act or threat of an act (12).  The social effects are some kind of change or giving into the demands of the terrorists (16). It is not just the act of violence, but the threat of violence, that is described as “terrorism.” The purpose of terrorism is to create a fear message through the threat or use of violence against another group or government.

Walter also argued, along the lines of Ted Gurr, that terror endures in a society that is without friendship and trust,  “a society in which people are isolated and atomized, divided by suspicions and mutual destructive rivalry, would support a system of terror better than a society without much chronic antagonism” (qtd. in Warlaw 1989, 12).  The cost of terrorism is lowest in ethnically divided societies where the victims are identified as “enemy” and “popular targets.” The community of support is very important for terrorist cells to last without detection or capture, as is an underground support system (Warlaw 1989, 13; Crewshaw 1998, 17; Gurr 1998, 86-87).

As in a post on the analysis of the National Socialist Underground (NSU) the climates that terrorists and politically violent activists (real radicalized individuals) operate in determine the presence and persistence of terrorist activity. First we have a real definition of radicalization that does not involve demonizing people’s religious faith.  According to Ted Gurr, radicalization refers, roughly, to “a process in which the group has been mobilized in pursuit of social or political goals but has failed to make enough progress toward the objective” (87). From here, some in the group begin to experiment with terrorist attacks and then the choice is made toward justification from the original goals. Reactionary terrorism occurs when a group takes up terrorism in a response to social change. The use of violence become legitimized (87).  Terrorism, according to Martha Crenshaw, that is carefully calculated can put an issue on the public agenda (1998 16, 17) and Gurr states that terrorism can be viewed as a rational-choice to the extent that terrorism becomes viewed as servicing the interests of various publics (1998, 102).

The community of support is very important for terrorist cells to last without detection or capture, as is an underground support system. What is also a necessary ingredient for a favorable climate of terrorism are police and/or government indifference and/or support.  To summarize, we will look at these points to describe the favorability for a climate of anti-immigrant/anti-Muslim terrorism in the Netherlands to emerge:

  1. Extensive ethnic and social divisions exist and the society is said to be atomized and in ethnic conflict.

  2. Terrorism as a rational-choice, which is supported (usually tacit) by the public for the terrorists’ goals:
    a)      Used against hated minority and “enemy” groups (outgroups);
    b)      Easier for terrorists to build a network of support;

  3.  Individuals and groups in larger society feel a challenge to their existence or want social change:
    a)      Legitimate activism to meet goals fails to meet expectations;
    b)      Individuals go through a process of radicalization, whereby frustrations over lack of meeting goals sets in and the use of violence becomes justified and legitimized.

  4. Terrorism in the threat or use of violence intended to spread fear toward its victims and provoke a social reaction and change.

  5. Police and security agency indifference, perhaps support, regarding terrorism against outgroups

We can visualize the assessment like a cooking pot into which we put our ingredients for a soup.  To measure the climate for the potential for a right wing terrorist threat against the Netherlands to emerge and persist, we will take the above summarized points and put them into these ingredients. This will be done for the ease of data collection and analysis. There are a wide variety of sources, such as Anne Frank House’s extensive assessments on the right wing elements and activities present in the Netherlands. For example, Ingredient One is the ethnic and social divisions that cause Dutch society to be fragmented and atomized, as described in Point One above. Another ingredient (Ingredient Two), will combine Points Two, Three and Four into possible selection of terrorism as a rational choice to address an issue or perceived threat, which leads to radicalization and justification for violence. The indifference of Dutch police and security officials regarding terrorist threats, which allows terrorism to emerge and persist, is Ingredient Three.

    a) gebruikt tegen gehate minderheid en de "vijand" groepen (outgroups);
    b) Makkelijker voor terroristen om een netwerk van steun op te bouwen;

    a) de legitieme activisme om doelen te bereiken voldoet niet aan de verwachtingen;
    b) Individuen gaan door een proces van radicalisering, waarbij de frustraties over het gebrek van de vergadering van doelstellingen op in en het gebruik van geweld wordt gerechtvaardigd en gelegitimeerd.

Why far right terrorism is dangerous in Europe: November 17 and the National Socialist Underground in Germany-comparisons.

Introduction –The world is scratching its collective head and wondering how and why the Nationalist Socialist Underground of Germany (NSU) was able to get away with terrorist activities for 13 years.  The case of the NSU brings to mind another long running far left terrorist group of the Cold War: November 17 (17N). 17N had a run of 27 years of terrorizing pro-NATO targets in Greece before efforts between British and Greek intelligence agencies brought the terrorist group down. The explanation as to why both terrorist cells were allowed to exist for years “without detection” is where the idea of “politically correct” terrorism can take on its true and outrageous meaning. Terrorism that is acceptable to the public, police – and government - against hated groups is the real threat to security and democracy in European nations.  What will surprise most is that politically correct terrorism, or socially acceptable terrorism, is something that is not new to Europe.  The social, political and national climates that provide supporters and networks are vital for terrorists. The conditions that lead to the rise of terrorism and its persistence in a democratic society can be studied. This paper, which will probably be a part of a larger report, takes a look at mainly the issue of possible public support of terrorist groups and individuals in a democratic society.

Ted Robert Gurr (1998) studied the relationship between terrorists and their public and group support in democratic societies. The understanding of the onset, persistence, and decline of terrorist movements is dependent upon the relationship that terrorist movements have with the larger publics within societies. Campaigns of terrorism in democracies grow out of larger conflicts and reflect often distorted forms of political aspirations of a larger segment of societies in which they exist. Gurr makes the point that there may be many people and groups that subscribe to the political goals and objectives of the terrorist cell, and even provide support for the cell. Gurr referred to reaction as a “distinct process in which members of a regional, communal, or political group resort to terrorism in response to threatening social change or intervention by authorities.” Gurr warned that terrorist violence is usually the early response to perceived threat rather than after a long process of radicalization (86, 89).

Political terrorism that is in use in a democratic society requires community support among the public and terrorism is viewed by some as a rational-choice that serve some interests in a segment of the public (87, 102). However, terrorism and its use in a democratic society always decline, according to Gurr, as a result of public policies directed against terrorism. Also a possibility is a backlash against the use of terrorism can develop. Backlash can come internal to a group or external from the larger society. Terrorist violence offends most people in a democratic society and undermines support for the terrorists and their stated goals. Support for terrorism will wane, but not among those who have goals that are impossible or impractical to meet (94, 102). This paper looks at the possibility of wide support for the National Socialist Underground (NSU) among the German public and draws contrasts and comparisons to the November 17 (17N), leftist terrorist cell in Greece. Both terrorist groups had long runs of terror, NSU (13 years) and 17N (27 years) and, as viewed by Gurr, possible public (tacit) for the terrorist violence of 17N, as well as changing political conditions in Greece, brought 17N’s terror to an end. The route that could be taken with NSU and its supporters is to create a backlash in the German public and to protect German minority communities under this threat.

Tactics of the terrorists: NSU and 17N comparisons.

Shooting victims with a pistol at close range is what both NSU and 17N had in common, with both cells’ weapons of terror having been stolen from police officers. An occasional bombing is also what both groups roughly had in common.  17N committed a rocket - grenade attack. For 17N, the favorite tactic was to drive a motorcycle to the scene, shoot the victim, and flee on the motorcycle. When moving through heavy traffic, the fellow riding in the back would shoot the victim through his car window.  This was how the final victim, British attaché Brigadier Stephen Saunders, was murdered by 17N on June 8, 2000 (BBC News, June 10, 2000; Elena Becatoros, July 17, 2001).

The NSU has been described as a “Brown Army Faction” (like the Red Army Faction) that had three main members, two men (Uwe Mundlos and Uwe Boenhardt) and one woman (Beate Zschäpe), but there is believed to be more than 20 supporters of the terrorist group. As of now, four people have been arrested for supporting the terrorist group, and there are reports that members of police and intelligence agencies knew about the trio, including as the pipe bomb builders in the eastern state of Thuringia in back in the late 1990s. Between the years 2000 and 2007, NSU carried out the murders of nine shopkeepers, eight Turks and one Greek. The victims were shot in the face, in broad daylight, in their places of business. The victims were shot with a a Ceska, model 83 and 7.65 caliber Browning pistols. (Spiegel Online, November 11, 2011; BBC News, November 11, 2011).

The NSU terrorists took photos of murder victims at the murder scenes for the purposes of propaganda. These photos were turned into a 15 minute video that police found in the wreckage of the terrorists’ burned out flat and were dubbed the “German tour.”  The NSU terrorists called themselves “a national network of comrades whose principle is to value action above words. As long as fundamental changes do not occur in politics, press and in freedom of opinion, the activities will continue."  The video contained pictures of the murdered victims, macabre Pink Panther music of the so-called “Doner killings.”  The presumed nail bomb, gas cylinder and bicycle believed to be used in the 2004 bombings of Turkish neighborhood in Cologne were shown. The video ends with the murder scene of the police woman in Heilbronn and the police weapon. There were videos that were packed and addressed to Islamic community centers and media outlets. The murders of Turkish shopkeepers were not the only attacks that the NSU was going to perpetrate. Police also found the names of 88 prominent people, including Muslim community leaders and two members of the Bundestag from Munich. (Spiegel Online, November 14, 2011, Helen Pidd  and Luke Harding, November 16, 2011).

The runs of both 17N and the NSU ended over mistakes by the terrorists themselves. The members of N17 were exposed after a bomb exploded in the hands of one of the terrorists. Savvas Xiros, a painter, was captured after the bomb he was planting in Athens exploded prematurely. The NSU was discovered after a botched November 4, 2011 bank robbery. Uwe Mundlos and Uwe Boenhardt died after being shot or committing suicide at their parked camper in Eisenach as police were closing in on them. About 180 kilometers (110 miles) away in Zwickau about three hours later, Beate Zschäpe turned herself in to police after setting fire to the terrorists’ flat (BBC July 19, 2001, Spiegel, 14 November 2011).

Right eye blindness or the idea of politically acceptable terrorism: the real national shame. For a terrorist group to survive for long runs would require acceptance of the terrorist’s goals by the general public and even people involved in intelligence and police agencies. In other words, the social and political conditions can help the cell evade capture.  Part of the elements of socially and politically correct ignorance are that “terrorist=Muslim” and “Islam=terrorism.”  So, members of 17N and NSU are not really terrorists. Again, not Muslim, not terrorist. No Islam, no terrorism. While we don’t yet know the full story behind the German NSU, we can suspect the apathy and tacit public support for similar ideas that the terrorists held about of “Muslim foreigners” allowed the cell to continue its terrorism spree for many years.

From about Christmas 1973 and murder of CIA station chief, Richard Welch, until the murder of Brigadier Stephen Saunders in June 2000, N17 was said to have enjoyed some sympathy from various sections of Greek society. The 17N terrorist group took its name from the day in 1973 when the military junta sent tanks against unarmed students at the Athens Polytechnic. Many Greeks believed that the military junta and its brutal violence against Greek students were supported by the US and the CIA. Murders and bombings against US\NATO\capitalist targets was just “justice against the junta men.” After PASOK (Papandreou’s Panhellenic Socialist Movement) came to power in 1981, there was no perceived need for November 17’s ultra-left violence and its acts of violence did decline. However, in 1987 there was a bombing of buses carrying US servicemen, causing pressure from the US. PASOK would govern Greece for 18 years –while ignoring the pressure from the US and ignoring the 17N group as it carried out attacks with impunity against Western diplomats and business interests. The PASOK government even went so far as to repeal an anti-terrorism law, and this was taken as a further sign of sympathy for 17N terrorists. It was also suspected that police and some parliamentarians knew the names of some of 17N members (Kassimeris 2001, 71, 73, 153-166; Coral M. Davenport, July 22, 2002).

After the discovery of the 13 year existence of NSU, there are accusations that “once again public institutions are blind in their right eye.” German parliamentarians stated that the German government “routinely overlooks violence from right wing organizations.” The NSU killed 10 people, nine Turks, one Greek and a police woman. They are also believed to have perpetrated a nail bomb attack in Cologne’s Turkish community.  There are reports that an intelligence officer with right-wing sympathies was present at some of the murders and the Hessen branch of the domestic intelligence service admitted that one of its officers was present at the April 2006 murder of an Internet café owner. The intelligence officer was known as “little Adolf” and has been removed from sensitive positions. Right eye blindness is the main accusation against German police and intelligence services.  (Charlotte Chelsom-Pill and Gregg Benzow, November 14, 2011; Helen Pidd, November 16, 2011)

In the aftermath if the 9-11 attacks on the US, there exists an almost obsessive view in relation to “Islamist terrorism.” We do not know yet of Germany police and intelligence had sympathies for NSU’s terrorist activities. The problem in German and European society, possibly including the police and intelligence services, is that Muslims especially are as not worthy of protection. Because of the 9-11 attacks on the US, there is an imbalance in security and counter-terrorism that views immigrants, and especially Muslim immigrants, as threats, not victims. Because of this discriminatory outlook on the part of German national security institutions, NSU was able to carry out terroristic murders, bombings and bank robberies because the terrorists “look German” and are not Muslim immigrants (The Local, November 14, 2011).

As a result of misplaced efforts after 9-11, the murders of immigrants could be vastly underreported, and some believe that German right wing officials are covering them up. “According to Der Tagesspiegel and Die Zeit last year, the number of deaths caused by far-right violence has been vastly underreported. The two newspapers estimated there were nearly 150 killings by right-wing extremists between 1990 and 2010, far below the official count of 47” (Moises Mendoza. November 17, 2011) Here’s a good start from the German Parliament, the Bundestag, to fix this problem in Germany (Dagmar Breitenbach, November 22, 2011):
"We are ashamed that state and federal security authorities neither solved nor prevented crimes that were being planned and carried out over a period of years. We recognize our responsibility. We must ensure that the basic rights guaranteed in the constitution apply to everyone living here, regardless of their origin, beliefs or orientation."

Conclusion

We currently do not know if the NSU network has been brought down totally and the prospect of supporters and sympathizers still at large should be taken for granted. The creation of a backlash against the terrorism of NSU and possible offshoots should start by protecting minority communities, as it is their right to be protected from terrorism, like the rest of Germany from “Islamist terrorism.” Funding and manpower need to be directed toward the detection and elimination of right-wing terrorism, and this could also include the need to clean out anti-Muslim and xenophobic sentiments among German police, intelligence and government officials. Along side of these proposals, the victims of NSU’s terrorist campaign should be humanized and made out to be worthy human beings to the German public and remove bias of Turkish Germans as “Islamist terrorist suspects.” Presenting the victims and their families as human beings to the Greek public helped bring an end to any support for 17N.

What was instrumental in cracking 17N were the efforts of Heather Saunders and her victims’ group in gaining the sympathies of the Greek public. Part of the creation of backlash against 17N  was the involvement of the victims in the applying of pressures to both the Greek and British governments to finely do something about cracking 17N. The change in the Greek political landscape caused 17N to lose its sympathizers, both in the public and private sector, including among police members. 17N’s message was outdated and its murderous acts had no longer held legitimacy in the eyes of most Greeks. “I wanted the world to know that we, the family, the women and the children were the victims” Heather Saunders stated (Coral M. Davenport, 22 July 2002).

Following Gurr’s thesis, it appears that terrorism against minority communities has a favorable climate across Europe, but we are currently do not know the full extent of this climate. The presence of anti-Muslim groups and “political parties,” coupled with the view by security and government officials that Muslims are “terrorist suspects” and “not worthy of protection,” and the public’s own bigotry and apathy, makes the environment ripe for anti-Muslim violence and terrorism against Muslim-immigrant communities in Germany and elsewhere in Europe! Terrorism from any source should not be tolerated and the norms for a democratic society demand equal protections of the laws for all persons in Germany. If the German government is concerned with “Muslim terrorism” it must also be equally concerned with anti-Muslim terrorism. This is an obligation that all European nations have to all persons living and visiting within their borders.

The idea of the equal protection of the laws is a part of living in a liberal democratic society and is a part of what the rule of law is all about. The laws and their administration protect all equally. Public safety includes safety of the community as a whole, not just those deemed “worthy of protection.” What the Turkish German community should expect from its government in Berlin and the provinces is the same police protection afforded to all others, without ethnic or religious bias. If it’s true that there have been vastly more murders than “officially” reported by the German government, victims should get justice and compensation. There should be an acknowledgement of mistakes toward the aim putting the past mistakes behind and gaining confidence of the Turkish German community. A new partnership aimed at public safety and security for Turkish German communities should be with the government. This partnership should have nothing to do with “Islamist terrorism” and should only be about the safety of communities. Besides humanizing the victims, actions must be taken that show that racist-terrorist violence is unacceptable.
